Children's Ombudsperson's Office

This strategic action plan by the Children's Ombudspersons’ Office is the first to work towards a

Long-term strategic action plan. The main purpose of the Strategic Action Plan for the year 2023-2025 is to establish a clear roadmap to achieve the vision and mission of the office. The three-year Strategic Action Plan (2023-2025) is premised on the following 5 priority areas

Objectives 1: To increase awareness of children’s rights, Child Protection Act, the United Nations Convention on the Right of the Child, and the work of The Children’s Ombudsperson’s Office

Outcome 1.1: Increased public awareness, respect, and empowerment of child rights

Outcome 1.2: Increased visibility, credibility, and accessibility of COO to everyone living in the Maldives

Outcome 1.3: Increased knowledge amongst institutions on child rights approach, Child protection and Best Interest of the Child

Outcome 1.4: Established strong cohesion between stakeholders

Objective 2: Identify gaps in the implementation of CRPA and CRC to ensure compliance with child rights laws and regulations

Outcome 2.1: All state institutions are in compliance with CRPA and CRC

Outcome 2.2: Support state institutions working with children to implement policies, procedures and practices that are consistent with the rights of children.

Objective 3: Hold state institutions and organizations accountable for their actions and decisions affecting the rights of children.

Outcome 3.1: To question, Evaluate and Investigate when state institutions and their staff do not adhere to the rights of children and provide recommendations and procedures for legal action

Outcome 3.2: Develop, implement and review the child rights act and other child-related laws and regulations, organizational policies and procedures ensuring compliance with all laws and regulations concerning their field

Objectives 4: To establish and strengthen the Children's Ombudsperson’s Office as an effective operational independent statutory body to watch the rights of children.

Outcome 4.1: Excellence in leadership supported by rigorous governance structures

Outcome 4.2: The institution is adequately staffed with qualified, motivated and competent employees

Outcome 4.3: An established system where resources meet demands for effective operations

Outcome 4.4: Modern, innovative, and integrated ICT established

Outcome 4.5: Strong working relationships with national, regional, and international stakeholders established

Objectives 5: To Monitor and evaluate the COO's performance, follow up on recommendations presented via audits and investigations, and conduct research into child rights in the Maldives

Outcome 5.1: Hold state institutions accountable for their decisions and actions concerning the rights of children

Outcome 5.2: Timely reporting of the Children's rights situation to the international human rights system

Outcome 5.3: Effectively map the Children's rights landscape of the Maldives, through continuous, systematic and structured research, identifying areas of weakness and strengths along with areas of concern, patterns and dynamics through an evidence-based approach

Outcome 5.4: Conduct internal reviews on the performance of COO Departments in relation to the Strategic action plan and review of the administrative procedures and processes to identify areas that can be improved for higher efficiency gains

2: ކުޑަކުދިންގެ ޙައްޤުތައް ރައްކާތެރިކުރުމުގެ ޤާނޫނާއި، ޗިލްޑްރަންސް ރައިޓްސް ކޮންވެންޝަނުގައިވާ ކަންތައްތައް ފުރިހަމަ އަށް ތަންފީޛުކުރެވޭކަން ޔަޤީންކުރުން

2.1: ދަޢުލަތުގެ ހުރިހާ މުއައްސަސާތަކުން ކުޑަކުދިންގެ ޙައްޤުތައް ރައްކާތެރިކުރުމުގެ ޤާނޫނާއި، ޔޫ.އެން.ސީ.އާރު.ސީ ގައިވާ ހުރިހާ ކަމެއް ފުރިހަމައަށް ތަންފީޛުކުރާކަން ކަށަވަރުކުރުން

2.2: ކުޑަކުދިންނާއި ގުޅޭ މަސައްކަތް ކުރާ މުއައްސަސާތަކުން އެކަށައަޅާ ކުޑަކުދިންގެ ޙައްޤުތަކާއި ގުޅޭ ޤަވާޢިދުތަކާއި އުސޫލުތައް ތަންފީޛުކުރުމުގައި މުއައްސަސާތަކަށް އެހީތެރިވުން

3: ކުޑަކުދިންނާގުޅޭ ނިންމުންތައް ނިންމުމުގައި ދަޢުލަތުގެ މުއައްސަސާތަކާއި، ޖަމިއްޔާތައް ޖަވާބުދާރީކުރުވުން

3.1: ދަޢުލަތުގެ މުއައްސަސާއެއްގެ މުއައްޒަފެއްގެ ފަރާތުން ކުޑަކުއްޖެއްގެ ޙައްޤަކަށް އަރައިގަނެވޭފަދަ ޢަމަލެއް ފެނިއްޖެ ނަމަ އެކަމަކަށް ސުވާލު އުފައްދައި، ބަލައި ތަހުޤީގު ކުރުމަށްފަހު ހުށަހެޅުންތަކާއި ޤާނޫނީ ފިޔަވަޅުއެޅޭނެ ގޮތްތައް ހިއްސާކުރުން

3.2: ކުޑަކުދިންނާއި ގުޅޭ މަސައްކަތް ކުރާ މުއައްސަސާތަކުން އެކަށައަޅާ ކުޑަކުދިންގެ ޙައްޤުތަކާއި ގުޅޭ ޤަވާޢިދުތަކާއި އުސޫލުތައް ތަންފީޛުކުރުމުގައި މުއައްސަސާތަކަށް އެހީތެރިވުން

4: ޗިލްޑްރަންސް އޮމްބަޑްސްޕަރސަންގެ އޮފީހަކީ ވަރަށް ފުރިހަމައަށް މަސައްކަތްކުރާ ސަރުކާރުގެ މިނިވަން މުއައްސަސާއެއްގެ ގޮތުގައި ޤާއިމުކުރުން

4.1: ފުރިހަމަ ހިންގުމުގެ އުސޫލުތަކާއި އެކު ލީޑަރޝިޕް ވަރުގަދަކުރުން

4.2: އޮފީހުގައި އެކަށީގެންވާ އަދަދެއްގެ ޤާބިލު، މަސައްކަތަށް ޝައުޤުވެރިކަން ހުންނަ ސްޓާފުން ތިބޭކަން ކަށަވަރުކުރުން

4.3: އޮފީސް ހިންގުމަށް ބޭނުންވާ ތަކެތި ދަތި ނުވާނޭހެން ލިބޭނެ އިންތިޒާމެއް ޤާއިމުކުރުން

4.4: އެންމެ ފަހުގެ ޓެކްނޮލޮޖީ އާއި އެކު ގުޅިފައިވާ އައިސީޓީ ސިސްޓަމެއް ޤާއިމުކުރުން

4.5: ޤައުމީ، ސަރަޙައްދީ އަދި ބައިނަލްއަޤްވާމީ ފަރާތްތަކާއެކު ހަރުދަނާ ގުޅުމެއް ޤާއިމުކުރުން

5: އޮފީހުގެ މަސައްކަތް މޮނިޓަރ ކޮށް އިވެލުއޭޓް ކުރުމާއި، އޮޑިޓް އަދި އިންވެސްޓިގޭޝަންތަކާ ގުޅިގެން މުއައްސަސާތަކަށް ހުށަހަޅާ ހުށަހެޅުންތަކުގެ ފޮލޯއަޕް ހެދުން

5.1: ދަޢުލަތުގެ މުއައްސަސާތަކުން ކުޑަކުދިންނާއި ގުޅިގެން ނިންމާނިންމުންތަކަށާއި ކުރާ މަސައްކަތުގައި ޖަވާބުދާރީކުރުވުން

5.2: ބައިނަލްއަޤްވާމީ މުއާޙަދާތަކާބެހޭ އަޕްޑޭޓްތައް ޤަވާއިދުން ޔޫއެން މެކޭނިޒަމްއަށް ރިޕޯޓްކުރަމުންދިޔުން

5.3: ރާއްޖޭގައި ކުޑަކުދިންނާގުޅޭ ކަންތައްތައް ކުރިއަށްދާ ގޮތާއި، މަސައްކަތް ކުރަންޖެހިފައިވާ ދާއިރާތަކާއި، ކަންބޮޑުވުންތައް ދިރާސާކޮށްގެން ހެއްކާއެކު ހޯދައި ބެލުން

5.4: މި އޮފީހުގެ މަސައްކަތްތައް ދަނީ ސްޓްރެޓީޖިކް ޕްލޭނާ އެއްގޮތަށްކަން ކަށަވަރު ކުރުމަށްޓަކައި އިންޓަރނަލް ރިވިއު ކުރިއަށް ގެންދިޔުން
